Sangeetha Mobiles Private Limited - Order not delivered not the money is refunded

I ordered an iphone **e from their website on **th October ' ****. It was showing that it will be delivered within ** hrs on the website. Neither they are delivering the goods nor they are agreeing to refund my full amount. Every time they just say that they will deliver but wont tell when, and this is going on for a week. They aren't returning my entire amount and are asking for * per cent penalty to return my money if I cancel, even when they aren't delivering my order.
