Samsung India Electronics India Private Ltd - Delay in package and not refunding my full amount

I ordered * products which are Samsung Adapter and Samsung Galaxy A** *G together. The company has shipped and delivered the Adapter on **th January, ****. The Smartphone hasn't been shipped yet. The delivery date is **th January, ****. I have tried to contact the Customer Service Center several times but the only answer they say is that they are working hard to get it delivered. I asked them to cancel and refund my money since you have failed to deliver my order but they are saying that I have to pay a fine for canceling the order which is INR ***. I paid INR **,***/- for the phone. They gave a false promise of delivery. They haven't yet shipped the order and when will they even dispatch the order. They have sent me the Adapter before phone. Where will I use their Adapter without phone.
