Paytm Mall - Took money for 2 products but delivered only one and updated status as Delivered for both.

Hi,
I ordered for * products in this order. * products were from ZAVERI pearls, the same vendor. The vendor updated that both the products are shipped in the same parcel with same AWB no. but when I opened the parcel, it was having only one product and the invoice was mentioning about two. The weight of the product which is pasted on the parcel by the courier company is *** gm which is of the product delivered. So it is clear that the vendor has not at all sent the other product. I called paytm costumer care many times...kept on hold for *-* hours continuously but no one is picking up my call and not even responding my message. When I went to the order section of paytm, there was only return option given but what I am supposed to return when I have not yet received my product. The constumer care service is the worst.
How I am supposed to contact them.
Please help me on this. They have cheated me. Took money for * jewellery sets but delivered only one.
