Videocon D2h - My DTH balance amount not refund even though close the account DTH

As I had a Videocon D*h connection since from ****. From last month some of the channels not working I made customer complaint. Videocon registers my complaint and service engineer visit. He told that inside the TV D*h board having some problem. He advises to go for new setup box and fix a new box now all the channels are working. But my old D*h balance amounts not transfer to my new connection.
Service engineer collects Rs. *** as service charge and another unwanted spare. But Rs. *** deducted from my old account for service charge. Two times they collect for single service. I made a mail complaint on *st July there is no action taken and **th July I made second mail complaint after that customer care people called me over the phone and they told as per company policy they are not refunding the balance amount to my bank account and not transfer the amount to my new account. Yesterday I made a mail but no response.
