DTDC - Charged triple amount to deliver within 72 hours and not delivered it

i booked a consignment ( consignment no V********) on */**/**** and i was charged extraorbitant price of *** rupees for delivering consignment within ** hours but i did not recieved my product within the promised time so i called customer care ** ** times then they again promised to deliver product on priority basis till ** feb but were not able to deliver on ** feb i am contacting them for refund as they were not able to deliver my product within ** hours and the next commitment date even after paying extraorbitant price now they are telling me to contact franchise from where i booked the product and franchise is telling me to contact customer care i have been calling both the franchise and customer care both are blame shifting each other no one is ready to provide me my refund
