Videocon D2h - Suspended my account number

Videocon suspended my D*H Account number ********* as per the new TRAI guidelines. I selected the channels as per the new plan and called on their customer care. The customer care representative asked me to pay ***₹ which I did but the services didn't work. I again called their customer care and this time the customer care representative asked me to again create the channel pack. This time I asked him to create the pack. The customer care representative asked me to pay ***₹ this time which I paid but again service didn't start. I called the third time and this time they said that nothing is wrong from their side and now I have to pay ***₹ more for the engineer visit. There is no hardware failure and the TV is showing the message of "insufficient balance", then why engineer visit?
