Jiomart - Used and defective product received

I have ordered voltas beko *.* kg top semi automatic washing machine from jiomart online app. with prepaid amount of ₹**** through Google pay on **th November ****. Machine delivered on **th November ****. But delivery agent don't asked for OTP and not provided Ecart bill as well as product bill with the product.
When I opened the box I found that the product is already wet with water and the water selector knob is not working properly and product bill is not given within box. It cause doubt in mind that the delivered product is already used. Thus i decided to return this product and filed return request on jiomart app on ** November ****.
After several time taking from customer care executive, he is neither returning the product nor refunding my amount.
He offers me for repairing and replacement.
Please help me what I do for such situations.
