Make my trip - promised services not received

We had booked * rooms in a hotel named Golden Wave at Puri through MMT and while booking it showed sea facing rooms (screenshot attached as file no *) , when we reached the property we found that a construction was going on just beside the property (attachment *) and the balcony and rooms were very dirty, the iron rods was just a hands away from the balcony and sea view rooms were not there. after a lot of arguments with MMT they cancelled the hotel and refunded the booking amount (Rs. *****/-) and we had to book another hotel on urgent basis which costed us around *****/- for * rooms MMT refused the reimbursement of the amounts and gave a voucher for ****/- with a trick that this voucher cannot be used with another promo code, normally MMT has lots of promo code where discounts ranging from **** to **** can be availed, so technically MMT didn't gave anything as compensation but just a lollypop. need necessary action so that no more people are fooled by false promise given by MMT along with compensation for the trouble and pain caused along with reimbursement of the expenses incurred due to booking of new hotel at higher tariff.
