Phone Pe Indias Payment App - Phone Pe Transaction made but payment not processed on time but got debited from my account

I have made transaction of *** rupees for purchasing sweets at merchant on dated **/**/**
Transaction ID-P**********************
Payment was debited from my account but not passed to merchant account.
Due to this I was made cash payment for purchased goods.
Status of that transaction was in processed so I raised complaint at phone Pe to stop transaction and refund my amount.
After * days this amount transferred to merchant account.
Goods purchase transactions should be on time if its not processed within ** mins it should be failed and refund to account.
