Phone Pe Indias Payment App - Regarding phone pe transaction

On July **st I made a transaction at a merchant (medical store) in secunderabad, at the time transaction was pending after two days I got message from phonepe that the transaction was made successful then I went to merchant store to pay back my money he shown all his transaction details I didn't found any transaction detail of mine so I approached to phonepe customer support they told to raise the charge back form in my bank and I did that.
Then, my bank asked to give merchant bank statement now the issue has raised, the merchant is denying to give his bank statement and telling the reasons that he only uses mobile banking and he is not ready to give mini statement (telling that he doesn't have debit card).
Now I called to phonepe customer support they said that, they won't hold any responsibility for this and the important thing is they verified this merchant.
Help me in soving this problem I have all the proofs regarding this issue and I'm the sufferer here and the merchant is not even ready to give the medicine on that night.
