IRCTC - Outdated refund of automatically cancelled train

I book a ticket for the train and the train automatically cancelled then it was declared by railway department that refund will be given when the lockdown opens after * months till * months but since it was window ticket we waited for the office to open the office of that from where we got the ticket still not opened and the staff of that railway station district Betul taluka-mulshi assured us that you will get refund when the once the office is open but the office didn't open and they asked us to wait then when inquired we came to know that three months have passed by and it is outdated ticket ** days more and you will not get refund
