Zomato - Order cancelled by zomato and not refund amount

I have ordered yesterday evening. After the order, I have received a call from Zomato executive and they tell me your address is wrong and your order will not be delivered. After call discussion I try to call delivery boy he also told me the same because Zomato team call him and cancelled my order. I have paid online through Paytm.
After some time I place order cash on delivery. My order reaches the same location. That time I have not received any call from Zomato. On Zomato chat I request a refund they told me that it is not possible and asked to arrange the complaint on orders@zomato.com.
No companies or person take action about these small complaints. Zomato did fraud with too many people but the government does not take any action against these complaints. I request you kindly take action against Zomato so that they refund for the orders. Zomato too many fraud cases available online. No action on it. Kindly take an action against fraud Zomato.
