BSNL - MNP sim not getting signals

I have requested to PORT my airtel number (**********) to BSNL on **th Nov **** in Sirsa BSNL office. My airtel sim closed on **th Nov **** but I did not get signal in my bsnl sim yet. Now on dialing that it is saying number does not exist. My number is closed from past * days.
I visited BSNL office twice but I am not getting any proper answer on why I am not getting signal yet and how much time will it take. I want to file complaint against BSNL regarding the same.
