BSNL - generating the bill without service for six months

my phone line dead from last * months and after several complaints in my near exchange they are not even attending the issue, and without any service for last six months they charged the bill and i even paid same but the is still not solved
Bill which attached below , from there in graph it can makeout there is no usage after may **** till date.
