Foodpanda - Food not delivered

The app promises the delivery and the delivery executive made me wait for *hrs to deliver the food stating that his bike had broken down and would keep insisting that I would get the delivery within ** mins every time I called him. I understand that he was late because of the rain and wasn't really angry about it, however, after making me wait for *hrs he stopped responding to my calls and eventually just marked the order as delivered.
Upon complaining to the customer care service, they just asked me to wait and eventually they stopped responding and left the conversation as well.
This is not the first time they have made me suffer for delivering my food. They have cancelled the orders multiple times and haven't delivered them either.
I still am waiting for a refund for * of my orders that I never received.
The only reason I order from them is that they lure us in with these really enticing orders and as a college student, saving money is a huge deal for me.
The food, however, is either not delivered half the time or is bad by the time it is delivered.
