APSRTC - collecting extra amount for cool drink bottles

I am from adoni kurnool district(AP) ******.
Today i went bus station to drop my grand mother at bus stop and i purchased cool drink mrp is **rs but he collect **rs with me and chocolates mrp is *rs but he collect *rs each i taken * pieces he collect ***=**, then i asked him he replied that is cooling charges, how can i eradicate this type of situations in the society so many people are purchasing no one asking simply they are giving money if any one ask they reply if your interest you can purchase other wise don't buy like that they reply.
