APSRTC - APSRTC Misbehaviour Manhandling and scolding by conductor

I’m travelling from Tirupati from Nellore, bus driver not allowed to put two small luggage bags on the deck, he said that deck was locked, there is no keys available, where someone can with huge luggage he allowed to put luggage in deck for money.
