PayTM - Wrong online booking still not refunded

I was booked movie tickets on ** sep ** movie: uturn Tamil movie but in that cinema hall only telegu is playing so I didn't watched movie came back and registered the compliant on paytm customer care and they send me a mail that we will refund the money but still now I didn't got any refund from paytm side and even though they mentioned the mail that only rs*** is refund. After that I have come to knew reminder rs** is transaction fee & tax. Now my question is there is no mistake in my side even though they make me fool why I should pay transaction fee & tax .if fault is my side they will cut some money and they will give refund now the fault is them side now also why they behaving like that. And still now I didn't got my refund amount which they communicated through mail.
