Amazon India Limited - Used and returned item delivered

I ordered a weighing machine on amazon and when i unpacked it i got a plastic cover with a bill which was of a previous customer who had ordered it before me and the same was delivered to me . The weighing machine also had stains on it which indicates that it was used by somebody. In this pandemic of covid-** government has allowed many businesses to resume on a condition that they follow all the safety measures. This service provided to me by amazon was a very irresponsible act and also health threatening. Amazon services should be shut down because they are not at all following any safety measures and also they should be fined heavily for the same. Government should take the required action as soon as possible.
