Agoda - Unfairly charged by Agoda for not providing services

i had booked KSTDC Hotel Mayura Chalukya , Badami , through Agoda for *st and *nd August....total * rooms, providing my credit card details.
just two days before the check in i received a mail from Agoda stating that the property is unable to accomodate you due to over booking and i had the option of full refunds or alternate property, i choose to get full refunds. i was assured by Agoda that i will not be charged at all, but on **th August i was been sent a credit card statement and subsequently charged the full amount Rs *****/ , thereafter i made multiple email communications to Agoda, who kept on assuring me that i will get refunds, which never happened. finnaly one day i was asked by Agoda to contact the property directly for refunds, which the property flatly refused due to non show.
even therafter Agoda kept assuring for making refunds, but did not do.
