IRCTC - TDR Rejected though route of train changed

I had booked ticket for train ***** for Surat to Kalyan journey, date of jouirney ** Sep ****. On **th Sept ****, While The Train ***** was approaching Surat Railway station, it was announced that its route has been changed,
passengers travelling towards Vapi / Vasai / Kalyan should not board it; From Surat it will be going to Udhna and then move towards Jalgaon for Pune. Due, to this I didn't board the train.

it also confirms that the train took different route and didn't travel towards Vapi / Vasai / Kalyan.
Same day I filed TDR, however refund was rejected, later two queries on https://equery.irctc.co.in, uploaded the news papart article. Still refund got rejected.
