irctc - TDR Claim

On **.**.**** my train (Grand trunk express *****) was late by more than * Hrs (screenshot attached) and reached at my boarding station on **.**.**** at **:** i.e., *Hrs** min delay its scheduled arrival was **:** Hrs due to this i file TDR at **:**Hrs on **.**.**** well in time i.e., before departure of train i.e., before **:** Hrs on **.**.**** (screenshot attached) and as per rule ** (screenshot attached) railway needs to refund my money but railway reject my TDR falsely claim that Train is not late at my boarding station which is totally wrong.
In this regard a complaint having Ticket Id:-******** is generated by IRCTC but till date no resolution on my complaint neither any update is given by Either Railway or IRCTC.
