Standard Chartered Bank - Standard Chartered Credit Card Online Fraud Bank shared customer s card details and made him liable

As soon as I got the message on my mobile that a transaction of USD ***.** is being processed, I called the bank immediately and got the card blocked. The bank’s representative also told that the transaction is still pending so I asked him to decline/stop it and reported it as fraud. But he did not do anything then and asked me to call after * days.
When I called, the transaction was already approved. Then, I raised a dispute for that transaction. The bank responded to me via email on ** Jan **** stating that the transaction is valid and I am liable for it. What the hell?
I also reported to Cyber Police Station, Barrackpore, Kolkata on ** February ****. The police, as usual, is still investigating the matter. They only confirmed that the payment gateway is outside India and OTP is not required for abroad transactions.
I informed that same to bank again and also raised a complaint by physically visiting the R.G.Kar Branch, Kolkata. But the bank did not agree.
The bank said that the transaction has been validated by OTP hence, the customer is liable. And they are continuously charging me. Till March, they have increased the outstanding balance to Rs *****.
They are wrong. Please find below the pointers confirming it a fraud transaction and that I am not liable for it:
*. I had reported the fraud transaction immediately when I got the SMS. Their telephone representative told that the transaction is pending. After few days they authorized it despite I reported it as fraud. Thus, it is not my liability.

*. As confirmed by Barrackpore Cyber Police, Kolkata, the gateway used is outside India. This confirms that I have not made the transaction because I have never traveled outside India in my life.

*. They must be aware that OTP & two-factor authorization does not work outside India as RBI guidelines are not followed abroad. Hence, it cannot be considered as the transaction confirmation, neither it proves that I have made the transaction. The SMS/OTP logs are automatically generated when a transaction happens on the card.

*. It is THEIR system glitch that they did not take enough care to decline the transaction despite me reporting the fraud. So they are solely responsible for it and work on improving their systems. Moreover, the transaction has been successful after the fraud has been reported. So, as per policy, I am not liable for it.

*. I had not used their credit card for last * years. Then, how did suddenly a transaction happened on it, and that also international? Either they have shared my card details or their banking system is so weak or open that other party vendors gets access for their purpose (marketing/sales/phishing/etc).

Considering all the above pointers, it clearly proves that I cannot be made liable for the charges. The evidence of me not making the transaction are crystal clear and strong. Hence, the bank should waive off all the debit balance related to that disputed transaction dated ** Jan **** along with the compensation amount of Rs *,**,*** for creating mental agony and harassment to me.

The bank may get in touch with Barrackpore Cyber Police, Kolkata. I do not want to get harassed any further because they have confirmed that it is a fraud transaction. You can not torture a middle-class person and charge me forcibly. All evidences are in my side.
