jio airfiber - Service is not fulfilled

Hi,
I applied for Jio Airfiber with advance payment of Rs***, which they mentioned will be adjusted in first bill. But no one contacted me for connection. But about *.* months when I complained about it. They said that they will not be able to provide the service. So they will refund the advance amount. But after that from last * months I am Complainting but they did not refunding the advance payment. Always saying the they will refund in next ** working days.
Now I want to file consumer case.
