Paytm - Refundable amount of failed irctc booking onhaven t received yet

I had booked * train tickets and unfortunately booking wasn’t confirmed some error occurred from Paytm’s part, it didn’t redirect to irctc site and ****.* was deducted from my sbi account via net banking. I reached out to paytm and my bank. It’s funny because they blamed each other. Bank is saying they haven’t received yet, paytm hasn’t initiated and paytm kept sending me this automated response message “ the time taken by your bank to credit the amount is beyond our control” they don’t even have a customer care representative to talk to. It’s more than a week now in fact ** days and no sign of refundable amount, what’s shocking is that neither party knows anything now they are playing dumb.
