PayTM - refund of money

SUB: Refund of money not given by various institutions involved in the transaction

*. I was making payment of * electricity bills (Annex * bills) on **.**.**** issued by jodhpur vidyut vitran nigam limited online and it used the paytm intermediary instead of direct bank debit and my account was debited for Rs **** and Rs **** (annex * bank stmt) respectively. However the bills remained unpaid which I paid subsequently by cash (annex * bills).
*. I raised a complaint with JVVNL (annex * complaint) and after lot of follow-up was informed that the refund has been given to paytm
*. I took up the issue with paytm and they informed that they have given money back to bank ( annex * paytm message)
*. I took up the issue with bank and they informed that they have not received the money ( annex * bank email)
*. I raised the issue with both of them but they never took up the issue with each other but jut mislead me and sometimes they said that refund initiated on ** oct and sometimes on ** oct ( annex * paytm message)
*. I even raised issue with NPCI and they informed that refund has been accorded on ** nov (annex * email of NPCI) that again prove that paytm is misleading
*. I have till today not received my money back (annex * bank stmt)
*. I request for the following immediately
a) Immediate refund of my money Rs **** and Rs ****
b) Interest at bank rate for the above amount till the date of credit to my account
c) Penalty and other harassment charges as the forum deems fit
