IRCTC - Refund of money

I was trying to book tatkal ticket on **-**-**** around ** AM for train on **-**-****. Train no *****, while booking ticket i had selected the option book only if confirm seat is available, and when i confirmed the payment and was hoping for confirm ticket a message was displayed that ticket not booked because seat was not available. but paymet from my account was deducted, i thought that it will get reimbursed within few days because ticket is not booked so i booked another ticket in another train on same day but in the evening i got msg on mobile that chart is prepared and the ticket was booked for the train no *****. as per IRCTC rules if u cancel the Confirmed tatkal ticket payment will not be reimbursed, still i canceled the ticket because i had booked the ticket in other train. now the problem is that while booking if u select book ticket only if confirmed seat is available and after confirmation of payment a message is displayed that ticket is not booked in the train due to nonavailability of seat then how come in the same day evening i will get the message that chart is prepared and seat is booked. I also mailed the problem to care@irctc.co.in and they are not ready to understand my problem and saying they are saying that money will not be refunded.
