Free Charge - Refund not recieved

I had done a electricity bill payment of Rs **** on **-may-**** via free charge but this transaction was failed so I applied for refund free charge said they auto refund my money but my money never comes back as of **-jan-****.Please help me in getting my money I tried many times but nothing happens.
