Bharat Gas - Refund not done inspite of several complaints.

I had book bharat gas online through app and made online payment on */**/****. Amount was deducted, but dealer did not receive the payment. called up consumer care multiple times, each time a complaint number was given, but issue was not sorted. I paid cash and received the cylinder on **/**/**. Called the customer care but amount was not refunded. the dealer says cc avenue related payments are not credited at times and this happens to many people. complaint number are*: *******, *: *******, *: *******, *: *******. Payment ref id: ************, order no: *****. Kindly help me resolve issue.
