PayTM - Refund for tickets not provided after 2 years

I am not sure why companies like Paytm and Air Costa are still in existence after cheating customers for over two years now.
I am still to get a refund on my flight dated March ****. After * years of writing mails to both these companies and the DGCA, all my efforts have fallen into deaf ears.

Have been writing letters and mails to both Paytm (Where I booked my ticket and Air costa for over * years). However, these companies have no accountability whatsoever in returning my money.
Companies like these foster under the government agencies like the DGCA without any supervision. The government has failed to regulate these crony companies who loot regular citizens like us of their hard earned money.

Despite repeated assurances from both Paytm and Air Costa: NO REFUND HAS BEEN RECEIVED IN OVER * YEARS

To this effect, I shall be launching a complaint with the Ombudsman as well as the ministry of civil aviation and let them levy heavy fines on both these companies.

Also plan to put in a petition in the court of law just to make sure that these companies and DGCA are duly reprimanded and are held accountable to ordinary citizens like us.
