Joister Connect - Paid but did not get the connection

I paid the charges for the connection in cash already on **/**/****. the executive promised to provide the connection within * days. received the payment receipt today on **/**/****. After * days they are asking me to accept the refund though i was promised that they can provide me the connection.
after asking for the refund they says that the refund will be after ** days.
