IGP - Package not delivered

I had placed an order of yellow roses bouquet from IGP for today as Friendship's Day gift for my friend. While ordering time selected was for *th August(same day delivery) in the slot ****-**** hours. After checkout and payment status delivery time changes automatically from their side to ****-**** hours. It is **** past ** minutes now and order is still not delivered. When I called the customer service, they said it is out for delivery, the message for which I already got at **** hours. I told her to cancel, she said ahe cannot, since it's out for delivery. It has been out for delivery since at least * hours now, and they said they cannot even call the delivery agent. As they do not have the details. Friendship's day is over (it's *pm already, and it has not reached, person concerned has been waiting eagerly, and still nothing), I cannot cancel, and I cannot actually track whether it has reached or not
So basically all efforts and money down the drain
