Mi India - Package not delivered and offer not calid

I had booked for a mi phone on the offer price with accessories. The package was cancelled without my notice and amount has not been refunded. When I called the customer care they said done technical error and package can't be delivered. I cannot re order as the app says exchange coupon is not valid.
