Vodafone India - Over Billed even after not used services Mobile no 9920484444

i changed myplan to my op advantage and added international roaming from vodafone Koper Khairne, navi mumbai, maharashtra, india store, i was told by executive that i will not get data on this plan, to which I told him i dont need data plan , i will use this no only as pager to view incoming calls and sms
on *nd may **** i received an sms stating that i have consumed **.* mb though i was not having data as communicated by executive on **th jan **** before leaving india
i called call center on +************ and i was informed that you dont have to worry as the unbilled amount is -**
then i got a sms stating data/gprs plan is deactivated. i was surprised to know this, if data plan was not their at *st place then how come it was activated without my knowledge and how was it been used ?
after followups with call center i never got any satisfactory answers
on *th of may i had a chat with executive through myvodafone account he said unbilled amount is ***.****
I was regularly checking vodafone portal and mobile APP it never showed data usage of **.* mb and unbill Charges of *****
on **th may i received an sms stating my Unbilled amount is ***** and after that same was reflected online and mobile app too
i was assured that i will receive call in ** hrs on +*********** to resolve this issue but never got any calls and form **th may my +************ no is also not working, iit is showing as no service and vodafone executives are claiming it as active and working

please help me to resolve this issue
