Swiggy Insta Mart - Order was not delivered but marked as delivered

Hi, yesterday I placed an ORDER #*************** The order showed delivered where as I didn’t received any.
All the customer support said is that can’t give refund nor replacement as per policy.
After requesting to let me know the delivery agents number they said they cannot which I understand.
He didn’t picked my call or Swiggy customer support call yesterday.
But why should I loose my money for their operational failure. I need resolution and they gave me nothing. What a scam, such be brand and such sad policy.
Isn’t there any legal body to govern them or take action against them.
