IRCTC - Non Issue of refund for untravelled waiting list ticket

My Grievance is regarding non Issue of refund for untravelled waiting list ticket.

Ticket Date:- **/**/****

Due to my immediate plan to go to Khatu shyam, i preferred to book a tatkal ticket from this train. The server was very busy when i was booking tickets and as soon as my payment got confirmed, it showed that the ticket status was TQWL ***. I booked four ticket in SL category so my bill was around ₹****. I was almost sure that ticket will not get confirmed but I waited till chart prepration. When the chart got prepared, it showed that one seat got confirmed and other three are showing status as TQWL***. So, as we all have to travel together, we preferred not to travel with this train and opt for bus.

On the day of journey, I called IRCTC and asked them about the refund so they told me that if you cancel the ticket, you will be charged cancellation fees and they also told me the option to file TDR. The train was going to arrive at my station at **:** and I filed TDR at around **:**-**:**(can't remember exact time).

After around * weeks, i got an email stating that the TDR is rejected as you need to file it ** minutes before arrival.

I never travelled from that train, and even if i want to travel, how can we four travel from a single ticket. So, I don't know why my TDR got rejected, but I know that if my ticket is in Waiting List and not confirmed after chart prepration, I am eligible to get refund for that. So, I request IRCTC to process my refund.
