IRCTC - No refund from irctc till now (its been 5months now)

I have tried booking a railway ticket from Jodhpur to delhi Cantonment recently via irctc app on **th September ****. When i chose e wallet paytm as an option and added money through punjab national bank internet banking, money got debited and it got paid through paytm (paytm statement screenshot attached) but the ticked failed to book. However paytm's bank statement reflects that the payment statement reflects that the transaction has been done on **th September **** @**** hrs (which is false as i didn't use paytm on **t+). I've contacted earlier with irctc on which i got a revert saying it was a failed transaction. So i followed up paytm (with irctc's reply). Today, after a month long follow up, they are saying that they have successfully paid irctc the payment and they have UTR generated for the same and i need to check with irctc only. Bank statement of pnb is also attached showing the amount debited.
Its the fifth month now and I haven't received my payment yet. After plenty of mail exchanges and customer care calls with irctc, still the status of my amount deducted (INR ****.**) remains unpaid. Even the customer care representatives of irctc are negligiant in this matter. One says the server is down the other says ill transfer your call to my senior (the calls eventually hangs up) Please help me in the refund.
