IRCTC - Money not refunded

I booked * tickets, on *th April on IRCTC, first, i did * booking but the booking was not done and the amount deducted, I talked to customer care the guy told i will get the money within *-* days, so i should try now again for booking, as he said i did booking, again same thing happened, amount deducted booking failed, i got the first refund in *-* days, but the second refund is still pending, it is **th april now almost a month going to be, the reason of failure they are saying is the amount was not released by the bank, i talked to my bank they said that the beneficiary(IRCTC) has received the amount and they can even provide certificate. But the IRCTC persona are saying they didn't received the amount as it is not released by bank.
