Kesari Tours Private Limited - Kesari tours refusing to refund the amount after cancellation of trip from their side

We had booked P* europe trip - HIGHLIGHTS OF EUROPE (*,**,*** Rs) in July, **** and also paid **,*** Rs as registration fees (as can be seen in attached email convo). Since the tour includes London, UK, we were told to pay for UK visa and opt for priority visa (even though tour was almost * months away). At no point, we were told about total no of bookings of the trip and trip cancellation, so we paid for and got the priority UK visa done.

Then, on September **th, we were told by Kesari tour agent that P* trip was cancelled (because of inadequate booking) and asked us to book another trip of higher cost - P* Best of Europe without London (*,**,*** Rs), but we did not want to go for this trip because we wanted to cover London (which is not covered in P*) and previous trip was of lower cost. We asked Kesari tour agent for a refund because we did not cancel the trip from our side and Kesari tours was forcing us to go for a trip of higher cost, but tour agent is not refunding the money even though the mistake or cancellation is not from our side.
