Zomato - Items Missing from order

Ordered paneer keto paratha as well as add on item of keto halwa. Only keto paratha delivered and halwa missing. Package was sealed when delivered. Shared video and images but Zomato agent refused refund stating he is unable to contact restaurant partner. Why the restaurant partner need to be contacted when the package was sealed. Restaurant can be contacted instead to verify if due to error it is not packed. Not just loss of money worth ***/-. I had to go without food as well as get very delayed to drop kid to school, ended up taking auto spending ***+ in place of public transport.
So total loss money-***, time- ***mins(from time of placing order till I patiently tried getting resolution on Zomato chat), emotional and physical - no food, unwanted morning stress and tension which led to blood sugar spike
