BSNL - ISP got money but haven t activated anything even after 2 and a half months

I have requested for a BSNL FTTH connection on March **rd, for which the ISP promised it would be done by maximum * days, and he had all the necessary items to connect. But, he deferred it everyday saying he would do it the next day. I was tolerant given the situation and left my money with him(which he wasn't nice enough to give back). And , now a week back in May, he came back saying he would provide the connection in * days and got the full amount ****rs. He insisted it be transferred that second to process. And, I did. But it has been a week, and he is just deffering every second, and to top it, he yelled at my father for calling for an update. This is outrageous.
