Agoda - Hotel Booking Refund

Booking ID:********* Booked a hotel room through www.agoda.com for Hotel Shalsta Goa on **th April as it gave me an option to cancel for free if I paid around rs *** extra (Booked the Hotel for * night for rs ****.**) (I also had an other booking which was book now pay later, this is just an FYI) It gave me an option to cancel till **th April with out any cancellation charges because I paid rs *** approx extra, however once I cancelled the booking on **th April they sent me an email stating that no refund will be provided as it is non refundable. Currently the free cancellation option is not available for that hotel as there is no rooms available for those dates however if you check on the agoda website for rooms the following week they clearly have an option to pay extra to have the free cancellation option. (Please note there are * free cancellation options. * is by paying now and having the option of cancelling later and the *nd one is give you credit card details but you will be charged only after a few days and you can cancel before the given date) I have been talking to the Agoda people for * days but they keep telling that they are not getting a reply from the Hotel Shelsta. I very strongly believe that the website is promising something which they are not delivering and in a very smart way. While booking they are clearly saying free cancellation but when cancelling they are not sending any email confirming the same. To catch their fraud we can check the amount for that Hotel on the day I booked. It was **** approx for a non-refundable booking and ****.** for a refundable booking (pay now and have the option of canceling the booking for free of cost, by **th April) I am hoping that justice can be done and such kind of fraudulent activities are stopped by Agoda. I am hopping that I can get some guidance on how to approach this problem and get a refund.
