State Bank of India - Education loan subsidy

I have requested several times to sbi branch deoria for my education loan subsidy which I am not getting since ****, bank has replied that subsidy can be claimed once portal will open but its almost * months since then I am getting same reply from the bank please help me to get my education loan subsidy so that I can close my account by paying the remaining outstanding balance amount after subsidy amount and bank has charged nearly **.* to **.* % interest on my education loan during initial years after requesting the bank has reduced the interest rate to **.** % in the month of January **** but that will be applicable for upcoming EMIs but what about the EMIs which I have paid on higher interest rate bank is denying to reduce the interest rate for initial years which was much higher.
I request you to kindly consider my requestand do the needful, I have attached all the attachments received from bank.
