Agoda and OYO - Ticket is not raised and refund not initiated

I had booked a hotel and paid the amount online, and when i reached there , they told me no rooms are available and i have to cancel that. But there was no any option to cancel because booking was already confirmed. And when i called OYO, they said that i have already checked in but i hadn't. Then they called hotel manager to confirm whether i checked in or not, but he didnt received their call. And then i was told to call oyo again within **hrs after checking out time. And when i called, they just transfer the call to service team and in there same menu option is repeating again and again. And i paid ***.** amount and they are saying i have paid *** rs only. And also not raising a complain regarding this and not taking strict action.
