Goibibo and Irctc - Refund not received fully

I books Train tickets worth Rs *****.** however due to ongoing Covid ** situation, my train tickets got canceled by Govt. Also Govt has clearly given notification saying full refund will be provided if tickets are canceled but Goibibo has refunded less amount in all my ** PNRs. I have not availed any service nor missed my train. But why this Shortcut route to make money.
Yet to receive Rs ****. Plz look into this
