Zoomcar India Private Limited - Refund amount is not returned as per agreement

I have raised several dispute for my fastTag toll charges in which the company has assured it can be claimed after the raid.
It was total of Rs.**** for my fastTag toll charges to be refunded and the company is saying some unknown reason and giving only Rs.****. holding Ra.*** by saying it's been given as credit to zoomcar account and it can be used only on next drive.
It's shameful for hold public amount as a credit and trying to earn interest out of it.
Amount is small but imagine multiple customers account has a blocked amount with zoomcar.
It's unfair.
