Money not refunded of failed recharge Open

Complaint filed against: Bharat Sanchar Nigam Limited
Recharged my mobile number 7891122882 on 9th Jan 2018 with an amount of Rs. 444 but it was failed.
Money was deducted from my bank account but it is still not yet refunded. On calling to their customer care they said they don't know about the failed recharge and they can't do anything and cannot refund the money.
I have two screenshot to prove it but unfortunately I can attach only one.
