I Am Ketan Garg Partner in M/s RAJU HOSIERY FACTORY , Jhilmil Industrial Area, New Delhi-******.
Our business is manufacturing of aluminium circle & sheets by melting aluminium scrap in crucible by using PNG IGL as fuel.
My Firm is consumer of PNG IGL With BUSINESS PARTNER NO-**********.
We’re in contract with IGL since February ****.
I HAVE FACTS ABOUT fraudulent activity by IGL from our firm itself in INR * (ABOVE ₹*,**,**,***) figures in past * years of contract . I believe if they could do this to a small firm like ours ,they are surely doing in big numbers , I asked them about the data of other similar firms of the same industry, which they obviously denied. I have legit data and facts for same . No matter what IGL STATES in return.
From last * years our firm started facing loses , earlier we thought maybe it was due to COVID-** . But as months passed I realised it is the IGL gas bill which was bringing us on knees , forget about competition in the market .
So i would like to bring few facts that even Igl can’t deny.
*. I dropped a Mail to IGL on ** November ****, regarding checking of our correction factor, as bill raised to ***%.
*. A Mail on ** November **** Was sent again regarding, METER which doesn’t show reading in SCM, Which gives IGL excess units and raised value billing amount.
*. The Mail on ** November **** regarding no response from IGL, which finally heard of.
There is a device called EVC , which shows actual correction factor for a meter to bring its units converted to gas In SCM units / billable units for gas . This correction factor varies as per the meter installed.
As per the contract of IGL , they have mentioned in the article:-
> > Article **> It is clarified by the SELLER to the BUYER that the gas meter records the PNG consumption in cubic meter (m*) which is thereafter multiplied with the corresponding correction factor to arrive at the billable quantity of PNG in standard cubic meter (scm).>
But at the same time
As per the Article * which is as follows:-> > All equipments & fittings as provided by the SELLER for the purpose of supply of PNG shall be maintained by SELLER & shall remain the property of SELLER.> The BUYER shall remain the custodian of the equipments & fittings installed by SELLER and shall ensure the safety of the same. The BUYER further undertakes to pay additional Security Deposit towards any upgradation/amendment in Metering & Regulating facilities installed by the SELLER. > > Article *> The BUYER shall ensure that nobody interferes or tampers with the Metering and Regulating facilities installed by the SELLER. The BUYER shall allow unrestricted access to the SELLER's authorized representatives to its premises to maintain/monitor/rectify the Metering and Regulating facilities, as and when required.>
On basis of these articles i would like to state that till the time i am writing this complaint,
- [ ] Anyone in the IGL doesn’t know the gas flow required for melting ****kg aluminium.
- [ ] It was the duty of IGL To provide the basic equipments which could help the consumer for which they have done completely otherwise and worse for us .
- [ ] Being unaware about the equipment and technology of Igl , our firm was just confident about the contract made with IGL IN FEBRUARY ****
- [ ] As per the above mentioned article , we just can’t do anything with IGL, no modification no changes , it is completely upto Igl for doing so.
- [ ] They have mentioned about the modification and changes which are to paid by customers whenever necessary. But they dint provide the most important equipment for which i want compensation and after discovering that particular fraudulent activity Which was about ₹ **,**,**,***/- in * years .
So a meter was installed in our premises which is of *.*** bar , correction factor=*.***
For example :-
If **** units are consumed in meter
****X*.*** = **** SCM UNITS which will be billed by IGL As per the Rate. This happened from November **** to **th December **** .
*. On ** December **** , EVC Was installed on our demand only from the basis of previous mails , which started giving correction factor of *.** which decreased the bill value for us in INR *,**,***/- in just ** days From ** December **** , Till the last date of billing cycle ** December ****.

*. On ** December ****, After EVC was installed (**/**/****) , monthly monitoring of MRS /SKID was reported by IGL technician Mr. Sourav ( PLEASE FIND THE ENCLOSED ATTACHMENT )Which says

REGULATOR PRESSURE =****mbar,
EVC STATUS= OK ,
EVC BATTERY = OK,
METER CONDITION = OK,
EVC COREECTION FACTOR= *.****
LEAK TEST = OK
PRESSURE GAUGE STATUS = OK
ISOLATION VALVE OPERATION= OK
CLEANLINESS/ACCESSIBILITY = OK
ACTION TAKEN IF REQUIRED = N/A
*. I could manage to find another breach of contract by IGL after i raised a mail on **th January **** of the above mentioned claim charges , the next day they sent a staff for checking / cleaning of the meter and device . Where i no where mentioned them that i had problem with the pressure or anything.
- [ ] The contracted pressure (refer pt.*) is ****mbar but the value noted by technician is **** mbar . He mentioned everything okay, and on that basis bill of december **** was generated( please find the enclosed attachments)
- [ ] As per the contract we are nobody to stop them for doing their work, but here we dint complain anything about change in pressure or loss of supply, but as they have mentioned , they came to check after my mail on **th January ****. But all the data was already with them from **th december ****. For which the IGL TEAM told me that there must have been some problems with the report/ technician must have done error/ bill was generated wrong / EVC device is mot proper .
- [ ] So all these are wrong after my mail , and earlier when customer dint mention anything, it was accurate and perfect as they were getting huge money in the bank account .
- [ ] Earlier on basis of EVC Device i raised a claim of ₹**,**,**,***/- in * years of tenure. But then they realised that EVC IS FAULTY TOO. As EVC is showing correction factor =*.* which is not possible , which they dint bother to check on **th december ****.
[ ] But after the change in pressure from **** to **** mbar ,( which they did after my mail on **th janauary ****).
- [ ] From **th january to ** st January **** the earlier consumption which was between **-*** units per day which was multiplied by correction factor *.*** without EVC , has came down to **-** units per day which is now multiplied by actual correction factor which is *.*(approx) No matter what IGL SAYS for this but this would be just to defend themselves, like change in equipments by consumer , change in usage by customer, but i would just say they would have installed something which calculated time as well , we can prove that we’re using the gas from last * years in a same way we did in last * months .
- [ ] If we talk about this in terms of money
Without Evc / with pressure ****mbar
Average consumption =**+*** =*** divided by * for average = *** units
CF =*.*** multiplied by units
Average rate for * years =**+**=***/*=₹**.* per scm
So ,
*** units x *.***x **.* = ₹**,***/- per day
NOW WiTHEvc / pressure ****mbar
Average consumption =**+**= ***
divided by * for average = **.*units
CF =*.* multiplied by units
Average rate for * years =**+**=***/*=₹**.* per scm
So ,
**.*units x *.* x **.* = ₹**,***/- per day
This is the major difference which i wanted to bring to your notice that no boy knows the actual consumption which I clearly explained to every IGL REPRESENTATIVE who visited me after my mails that i know IGL IS DOING WRONG , hence i asked them bills of ** companies which they denied .
But i am sure i can find problems in that too . They dint bother to check untill its coming from customers pocket , or they are just fooling customers and also CAG IN AUDITS . As they wont know the flaws that they doing it here at small level.
And since the customer doesn’t raise the issue , you will never be notified at this level.
NOW AS PER :-
Article ** Pilferage/ Tampering:
e) For ascertaining the period of meter tampering, the Gas drawl data/ data from EVC data as available shall be reviewed. The consumption data (over the previous three months) shall also be compared with consumption recorded just after the replacement of the Flow Meter. The day or time from where Gas drawl has gone below the normal Gas drawl by the Buyer (without any shutdown or otherwise explainable reasons to the satisfaction of the Seller) to the day of replacement of Flow Meter shall be considered as the period of meter tampering.
f) Once the period of meter tampering is established, then peak flow recorded during three (*) months prior to period of meter tampering shall be taken and that will be treated as quantity of Gas actually consumed by the Buyer during the period of meter tampering. The difference between this peak quantity i.e. Highest per day Gas flow/ quantity as recorded during the previous three (*) morths prior to period of meter tampering and the already billed quantity in this period, shall be difference quantity or the short fall quantity, to be charged from the Buyer at Two (*) times the Excess over-drawl quantity (i.e, quantity over and above DCQ) and a claim will be raised by the Seller on to the Buyer accordingly.
NOTE (*) : TILL THIS TIME WHEN YOU’RE READING THIS , IGL HAVE NEVER TOLD US ABOUT ANY UPS AND DOWNS IN OUR READING / DAILY/ MONTHLY USAGE OF GAS (NOTHING BROUGHT TO OUT NOTICE ABOUT OVER AND ABOVE DCQ) . SO KINDLY NOTE THIS THAT THEY DONT PLAY DIRTY TO COVER THEIR MISTAKES .
>NOTE (*). ; ACCORDING TO Article ** Pilferage/ Tampering:

>BUT HERE ITS NOT ABOUT METER TEMPERING FROM CUSTOMER SIDE .ITS ABOUT EXCESS UNITS WHICH HAS BEEN PAID OFF BY US WITHIN DUE DATE. SO THIS WON'T BE ABOUT THREE MONTHS ONLY .THIS WOULD BE CALCULATED FROM NOVEMBER **** TO FEBRUARY ****. TILL DATE.
NOTE (*) IF IN ANY PART OF THESE ATTACHMENTS AND FACTS , IF IGL Denies ANYTHING FOR A PARTICULAR PERIOD, THEN JUST UNDERSTAND THAT THERE WOULD BE NO CREDIBILITY OF THE SAME ITEMS WHICH THEY HAVE PRESENTED EARLIER, OR ON THAT BASIS THEY WILL BE AT FAULT FOR BREACH OF GSA.. IF (IGL) WILL MAKE A PARTICULAR EMPLOYEE OF THEIRS RESPONSIBLE/ GROUP OF EMPLOYEE RESPONSIBLE THEN FROM THAT POINT OF TIME , I WOULD NOT ACCEPT ANYTHING FROM ANYONE OTHER THAN OWNER ITSELF BECAUSE MAYBE FOR IGL HE IS AT JUNIOR LEVEL, ON DAILY WAGES , OR NEW, BUT WHEN THAT GROUP, THAT PARTICULAR PERSON IS COMING TO ME ,THEY ARE IGL FOR ME,EITHER BOTH OF THEM ARE RIGHT FOR ME, OR BOTH OF THEM ARE WRONG FOR ME. AND IF HE / THEY GOT NO CREDIBILITY IN FRONT OF THEIR SENIORS THEN I WOULD REQUEST IGL TO KINDLY DIRECT ME TO TOP LEVEL AUTHORITY , AS I CAN'T PLAY THESE SCHOOL GAMES HERE, BLAMING OTHER KIDS.LEMME SPEAK TO FATHER ITSELF.
HIGHEST per day Gas flow/ quantity =***

Amount = INR **,***.**/- EXCESS CHARGED PER Two (*) times the Excess over-drawl quantity and a claim will be raised by the Seller on to the Buyer accordingly.( SO HERE IGL IS at FAULT SO BUYER HAS RAISED A CLAIM ON SELLER WITH THE SAME RATE . This is just for instance .
SINCE IT WOULD GET DIFFICULT TO FIND OUT PREVIOUS READINGS ON PER DAY BASIS , so i am considering
*. *** is a ***.***********% INCREASE of **.**. OR **.** is a **.************% decrease of ***.
*. Two (*) times the Excess = * x**.** %

ON THE TOTAL CLAIM FROM NOVEMBER **** to JANUARY **** WITH EFFECTIVE RATE difference every month.
Now I believe after getting the mail , IGL will put it on
*. TECHNICIAN WHO DID THE MONITORING, that he mada a mistake.
*. There must be an error in pressure gauze
*. There might be some issue in meter .
*. Billing for December **** was done by mistake .
*. You would want to do the revise billing of december but you won’t do it on good faith , same goes for January as well.
But here all these things which i brought on the table for claim against the charges on IGL for excess billing , excess reading , faulty correction factor , then also IGL dint bother to check anything by THEMSELVES .
Please do the need ful and help me getting my claim asap , also catch hold if they are doing with others as well.
I request you to please consider these facts as well.

On page no. ** of *** THERE IS DIRECTORS REPORT.
The recorded sale till ** March **** for PIPE NATURAL GAS (PNG) =***.** MILLION standard cubic meters.
also we could say ** crores **lacks ** thousand SCM UNITS .
NOW DONT YOU THINK THIS DATA OF MINE FOR *,**,***.* SCM UNITS WILL AFFECT THE SALES AND SHARE PRICES AND PROFITS AND EVERYTHING ELSE .
I may not be as knowledgeable as you but i can do understand this simple things when other is trying to make a fool of me.
*) Earlier before EVC WAS INSTALLED (before **december ****) and after evc was installed . As earlier correction factor was *.*** and later it was *.* approx . I calculated the difference of the two interms if billing amount INR . Which was around ₹*,**,***/- approx.
On this basis i mailed the IGL COMPANY on **th janaury **** TO give me claim for the difference in billing amount without Evc that i have paid till **th january.
*.RATHER THAN accepting thE Mistake they did the smart act of coming to my premises for checking the evc device and pressure gauze.
*. They found that pressure was not working properly , and press gauze was **** mbar which should be ****mbar as contracted.
*. Not only the pressure changed but my actual consumption if units was changed from *** average units to **.* average units .
* . Also they told me that your previous bill was generated mistakenly as EVC WHICH SHOWS Correction factor is not working properly as it can’t be *.* which they already knew on **th december **** , but they dint bother to do anything about it since it only increased the billing amount. So that was unacceptable to them .
*. Now according to them previous bill was wrong, and showing them report of **th december, ****, they claimed that technician did mistake here. So in everything they are blaming something or other .
*. So when we dint ask for the pressure , we dint complaint about the pressure for working , why did they change it .
*. They did was beneficial for us but this made me realised that the average consumption which was *** units came down to **.*% which is **.** %
*. So out of ******.*** units till **th January **** . *****.*** were the actual consumption.
For which we have already paid excess.
**. Now these calculations were not for penny amount of money . It gave them excess of crore. In the bank account

This amount is on average basis . But i have attached pdf for actual figures .
They have a bloody reason to hide the evc details .
I request you to kindle look into this matter on urgent basis as i know i am not the only one , they are fooling you and other industries like me.
