GO ibibo Online Air ticket - Flight cancelation refund

My international flights were cancelled by Indigo Airlines. I had booked my international flight tickets via goibibo, so I requested them for a refund. Instead of refunding the entire amount, goibibo charged a fee of **** for meals, seat, baggage etc under a ‘Goibibo Fee‘ header.
Why should I customer bear this fee ? Goibibo should claim this amount from the Indigo Airlines.
