i have an tax saver FD with axis bank pal road branch jodhpur, now I am in need of money neither they(bank) is pre-maturing FD or giving me loan against my FD

Axis bank account balance **** maintained .but axis bank take maintance charges,GST take in account so my money totally loss for ₹**** ( * times of GST charges ,maintance charges * times)
Axis bank employee is not willing to hand over my cheque book. Their intention is to harras customers. My cheque book is already delivered to my branch but they are not providing the same.
Amount has been deducted while transections without any information's, and these deductions are still continuing. kindly resolve this asap. and please refund the deducted amount.
